The reason that Putnam radio agency identifiers begin with "11" instead of "10" is that there are, in other parts of the country, a "10-code" system of radio codes used to signal different situations (e.g., 10-20 might mean your location as in "Unit 1, what's your 10-20?" or simply "what's your 20?"). We don't use the 10-codes in Putnam, but in order to avoid confusion with folks who also work in different agencies, we avoid identifiers that begin with "10".
